  • System Requirement and Digital Signature Certificate

  • What are the pre-requisite Information Technology (IT) infrastructure requirements in the Bidder’s computer system to access the E-Bidding Platform?

    To access the e-Bidding Platform, minimum IT requirement shall include:
    a) Computer systems with Internet Connection of minimum 1MBPS and higher speed.
    b) Operating System should be Windows 7 or above.
    c) Supported Web Browsers: Internet Explorer 11 and Google Chrome 87 (Other browsers like Mozilla, Firefox, Safari, etc. are not supported).
    d) System Access with Administrator Rights
    e) Active Content: JavaScript, cookies, ActiveX controls, pop-ups must be enabled on all browsers.
    f) Recommended Screen Resolution: 1366 X 768 pixels
    In addition to the above, the authorized representative nominated by the Bidder through a valid Power of Attorney (PoA) shall be required to obtain a legally valid Class-III Digital Signature Certificate (DSC) issued by any of the licensed Certifying Authority operating under Root Certifying Authority of India (RCAI), Controller Certifying Authority (CCA) of India, Government of India as per the Information Technology (IT) Act, 2000.
    It is recommended to add following e-Bidding Platform URL to trusted sites zone:

  • How to obtain Digital Signature Certificate (DSC) required for participation in the e-Bidding Process?

    To participate in the e-Bidding Process, Bidders are required to have a legally valid Class III Digital Signature Certificate (DSC) issued by any of the licensed Certifying Authority (CA) operating under Root Certifying Authority of India (RCAI), Controller Certifying Authority (CCA) of India, Government of India as per the Information Technology (IT) Act, 2000. The DSC should be in the name of the authorized representative nominated by the Bidder. The DSC should be issued for the same Email-ID used for ‘Registration’ on E-Bidding Platform. Ensure that DSC is legally valid in India. Note that only signing certificate is required for e-Bidding Process and encryption certificate is not required. Bidders should ensure that the DSC should be active and has sufficient validity to participate in the e-Bidding Process. The legally valid DSC must be installed in a computer system from where Bidder wants to access the e-Bidding Platform.

    Perform the below steps to confirm whether valid DSC is installed correctly on Bidder’s computer system or not:
    Open Internet Explorer
    Select Tools menu from menu bar. (Alt+t)
    Click on Internet Options ->Content->Certificate button
    In new window click on “certification path”. At the bottom of the screen message must be "This certificate is OK"

  • What are the steps to follow in case, the Digital Signature Certificate (DSC) is not visible in drop down box of certificate selection in e-Bidding Platform after logging on to the e-Bidding Platform?

    In case, the Digital Signature Certificate is not visible in drop down box of certificate selection in e-Bidding Platform after logging on to the e-Bidding Platform, please perform the following steps in the system:

    a)Please check operating system of the PC / Laptop (Windows 7 or above)

    b)Version of Internet Explorer is 11 and Google Chrome 87

    c)The E-token (Digital Signature Certificate) is attached and properly installed in the system.

    d)Add URL of E-Bidding Platform in trusted sites (Open Internet Explorer ->Press Alt + T to go to Tools Menu ->Internet Options-> Security ->Trusted sites ->Sites-> Add e-Bidding Platform URL ->Close).

    a. In order to add URL of e-Bidding Platform in trusted sites in Google Chrome, user can click on the three dots at top right corner in address bar highlighted as “Customize and control Google chrome” -> Settings -> search “proxy” -> Click on “Open your computer's proxy settings” -> Security->Trusted sites->  Sites -> Add e-Bidding Platform URL -> Close

    e)All Active-X Controls & Plug-ins are enabled (Alt + T to go to Tools Menu ->Internet Options-> Security-> Custom Level-> “Enable” All Active-X Controls & Plug-ins ->Apply & OK).

    a.For Google Chrome, user can click on the three dots at top right corner in address bar highlighted as “Customize and control Google chrome”  Settings  search “proxy”  Click on “Open your computer's proxy settings”  Security Custom Level  “Enable” All Active-X Controls & Plug-ins Apply & OK)

    f)If the system prompts any message for system patch like CAPICOM do install the same.

    a.For Google Chrome, if system prompts to Download and Install the “Signer service (1.0.0)”.

    b.To check the signer service is working properly, follow the instructions as provided on the screen or check Bidder’s Manual.

    g)Install “Signer Components”

    h)Close the browser and re-login again.

  • What are the steps to follow in case the system shows “There is an error undefined” on screen after selecting Digital Signature Certificate?

    In case the Bidder gets an alert of ‘Error undefined’ after selecting Digital Signature Certificate, perform the following steps:

    a) Add URL of e-Bidding Platform in trusted sites (Open Internet Explorer ->Press Alt + T to go to Tools Menu ->Internet Options-> Security ->Trusted sites ->Sites-> Add e-Bidding Platform URL ->Close).

    a. In order to add URL of e-Bidding Platform in trusted sites in Google Chrome, you can click on the three dots at top right corner in address bar highlighted as “Customize and control Google chrome” -> Settings -> search “proxy” -> Click on “Open your computer's proxy settings” -> Security-> Trusted sites -> Sites -> Add e-Bidding Platform URL ->Close

    b) All Active-X Controls & Plug-ins are enabled (Alt + T to go to Tools Menu -> Internet Options-> Security-> Custom Level-> “Enable” All Active-X Controls & Plug-ins ->Apply & OK).

    a. For Google Chrome, user can click on the three dots at top right corner in address bar highlighted as “Customize and control Google chrome” ->Settings  ->search “proxy” -> Click on “Open your computer's proxy settings”  -> Security-> Custom Level -> “Enable” All Active-X Controls & Plug-ins -> Apply & OK)

    c) Uninstall the DSC driver and install again and restart the system.

    d) Close the browser and re-login again.

  • What should be done if system shows the following message - “Certificate does not match with the Login ID” after attaching Digital Signature Certificate?

    The Bidder’s Digital Signature Certificate (DSC) may already be mapped with another Login ID or email ID for which DSC is issued which does not match with the registered email ID entered during the registration. Bidders should ensure that registered email ID should be same for which DSC is issued

  • Can the Bidder use one Digital Signature Certificate for multiple user account on the e-Bidding Platform?

    No, at any point of time only one Digital Signature Certificate can be attached with one user account.

    • Bidding Related Documents

    • How will Bidder Download Bidding related Documents(NIO/RFP/GSPA/Addendums and Corrigendum etc.)?

      Bidder may download the Bidding related documents directly by clicking on “Download Documents” link of this e-Bidding Platform.

    • How will Bidder get clarifications for any queries regarding Bidding related Documents?

      All queries pertaining to the bidding related documents can be sent at email ID mentioned in the relevant RFP document. . Response to all the queries/enquiries will be published at https://gasbidding.auctiontiger.co.in/BID/ prior to the e-Bidding Date. Further, telephonic assistance is also available, please refer “Contact Us” link of this e-Bidding Platform.

    • How will the Bidder be intimated regarding the issue of addendum / corrigendum to the Bidding related documents?

      Bidders shall receive notification on their registered email ID regarding any addendum / corrigendum published for any Bidding related document. The notification shall be sent through email ID mentioned in the relevant RFP document. It is suggested to white-list the above-mentioned email ID so that such mails don’t get filtered into SPAM folder. Bidders are also suggested to visit https://gasbidding.auctiontiger.co.in/BID/ on a regular basis to view any addendum / corrigendum.

      • Online Registration and Login

      • How will Bidders get registered on the E-Bidding Platform?

        Bidders are required to click on “Register” and fill the online form by entering the following:

        a) Email ID (“Primary email ID”) of the authorised representative nominated by the Bidder through Power of Attorney. (“Primary email ID” used for the registration purpose should be the same for which DSC is issued.)

        b) Unique password.

        c) Select a Hint Question and enter a unique Hint Answer.

        d) Other relevant details like Company Name, Registered Address of the company, city, state/union territory, country, contact number, Address of Gas consumption point (facility), Existing or Upcoming pipeline name and location, Business Type etc.

        On successful registration and mapping of DSC, a system generated email shall be sent to the Bidder on its registered email ID.

      • How will Bidders Login in the e-Bidding Platform?

        Bidder shall login on the e-Bidding Platform using the email ID and the password entered during the registration. After login into the system, Bidder shall be required to map a valid Class III Digital Signature Certificate with their account to proceed further. Please refer Bidder’s Manual available at this E-Bidding Platform for further details

      • Can Bidders login with the same credentials (email ID, password and DSC) in multiple computer system at one point of time?

        No, Bidder can use their credentials (E-mail ID, Password and DSC) only in a single computer system at one point of time.

      • What are the steps to reset password in this e-Bidding Platform?

        Bidder can reset password using below Steps: Click on ‘Forgot password?’ ->Enter registered email ID ->Fill Hint Answer -> Enter New Password and Confirm Password-> Signing Certificate-> Submit. The Bidder can also reset password by using Click Here To Reset Password link on Forgot password page. Please refer Bidder’s Manual available at this e-Bidding Platform for further details.

      • Can the Bidder change its registered email ID after the completion of the registration process?

        No, Bidders cannot change its registered email ID after the completion of the registration process. email ID provided at the time of registration shall be used subsequently to login and for all future communications/ notifications. Bidders shall be required to use the same email ID as used for registration during the entire e-Bidding process.

      • How will the Bidder unlock the login account?

        The Bidder shall be required to contact CRIS (through their registered email ID) for unlocking the user profile, if the account gets locked due to more than three (3) unsuccessful log in attempts. After unlocking of the profile by CRIS, the Bidder shall be required to reset the password through ‘Forgot Password’ link.         • Technical Evaluation and Qualification

        • How will Bidders upload requisite documents for Technical Evaluation?

          Bidder shall login to the e-Bidding Platform and go to Bidder’s Dashboard. On Bidder’s dashboard, the Bidder shall click Pre-Qualification link to view the live Pre-Qualification event. The Bidder shall upload the requisite documents in the active Pre-Qualification event as per the terms of the RFP.

          Bidders are required to check the relevant documents to be uploaded carefully before doing the final submission. After final submission, the uploaded documents cannot be edited or withdrawn. Please refer Bidder’s Manual available at this e-Bidding Platform for the steps to be performed for uploading the requisite documents.

        • How many files can be uploaded and what is the maximum size of the file of the requisite documents that can be uploaded for Technical Evaluation in the e-Bidding Platform?

          Any number of files can be uploaded, and the maximum size allowed is 10 MB per document.

        • Who will be able to access the e-Bidding Platform and participate in the e-Bidding event after the completion of Technical Evaluation?

          After the evaluation of uploaded documents, CRIS shall inform all eligible Bidders through e-mail, confirming their qualification and participation in the e-Bidding event. Bidders who have been technically qualified and notified by CRIS, shall subsequently be mapped onto the e-Bidding Platform by CRIS. Only those Bidders who have been mapped shall be able to access the E-Bidding Platform for the participation in the e-Bidding event and shall be notified by CRIS vide email on Bidder’s registered email ID.

          Note: Bidders are required to use their registered email ID, password and the valid Digital Signature Certificate to access the e-Bidding Platform on the day of e-Bidding. The e-Bidding event shall be carried out in accordance with the procedure and mechanism set out in the RFP (refer RFP for details).

          • E-Bidding

          • What are the steps involved for reaching the live e-Bidding main screen (“Bidding hall”)?

            Technically qualified Bidders shall login in the e-Bidding Platform and go to Bidder’s Dashboard to participate in the live e-Bidding Event. Please refer the Bidder’s Manual available at this e-Bidding Platform for more details

          • What are the steps to enter a valid Bid?

            Bidders are required to enter the bid according to the specified bid parameters in accordance with the terms and conditions as mentioned in the RFP. Please refer the Bidder’s Manual available at this e-Bidding Platform for detailed procedure to enter a valid bid.

          • How can Bidder confirm that their bid was accepted by the system?

            After reconfirming & submission of the bids, the Bidder will get a message on its screen that “Your bid has been submitted successfully”.

          • What could be the possible reasons for the rejection of bid through system?

            Any bid which is not as per the terms and conditions of the RFP will not be accepted by the system.

          • Where shall Bidder find their bid history?

            Bid history link will be available on the top most right-hand corner of the Bidding hall page. Please refer the Bidder’s Manual available at this e-Bidding Platform for more details.

          • How will the system notify the Bidder that the e-Bidding event is completed?

            System will show a message on screen "Bidding Time Over".

          • Where can the Bidder seek support during the e-Bidding process?

            If Bidders encounter any issues either pertaining to the e-Bidding process in general or any technical support during live biddings, the Bidders may visit “Contact Us” link on the e-Bidding Platform. During the live e-Bidding Event, Bidders are suggested to mention the Bid ID and registered email ID in the telephonic calls or emails while seeking support.

            • General

            • How Secure is the e-Bidding Platform?

              The security features incorporated in the application ensures that all key activities are logged and no unauthorized person has access to data.

              a) Digital Signature: The solution includes capturing digital signature authorized and certified by approved agency nominated by Controller of Certifying Authorities under Ministry of IT, Government of India.

              b) Process Validation: The solution has been so architected that neither System Administrator nor CRIS can view the commercial bid of any Bidder till the closure of the E-Bidding Process. The system is enabled with Secured coding to prevent Top 10 Web Attacks as listed in The Open Web Application Security Project (OWASP).

              c) Unauthorised Access: The entire solution is behind a firewall and unauthorized access and intrusive activities are not allowed. To secure password, the password is stored only as “SHA - 2” hash. Hash conversion is done at the user’s (Bidder’s) end. Strong password policy is implemented. It shall be known only to the Bidder. Even the system administrator or CRIS will not know the Bidder’s password. A secured 256-bit SSL Certificate is used for communication between the browser and the web server. This ensures that communication between browser and web server cannot be hacked.

            • What is the default Date and Time format used in the e-Bidding Platform?

              The default Date and Time format on the e- Bidding Platform is Indian Standard Time (IST), which is (GMT +5:30). The format used is DD/MM/YYYY HH:MIN:SEC IST. This standard convention is followed on all the pages. To prevent time related tempering/manipulation, the server date and time is synchronized with the global server date and time to ensure that server date and time is always correct and accurate.
